[pkg-php-pear] Bug#1007133: php-dapphp-radius: debian/watch cannot detect new upstream tags

Dear Maintainer,

The current debian/watch file for php-dapphp-radius does not look for
a "v" prepending the git tag in the upstream repository. The latest
upstream tag does include a "v". The following salsa MR addressed the
issue by considering tags possibly starting with that char.
