[pkg-php-pear] Laravel stack update [Was: The fun begins]

Hi team,

I've _finally_ had time to carry out the rest of the Laravel 8 update.
Many thanks to David and Katharina for your contributions and help.

Version 8 has three new binary packages and thus needs to go through
NEW. I think I can't upload it there myself (or at least I don't know
how), so I have submitted a RFS [1]. Once that's been sponsored and
processed I can do the source-only upload myself.
