[pkg-php-pear] RC RFS / more DM upload rights

Hi team,

I've just submitted another RFS [1] for one of the packages I maintain
within the team.

In connection to this, I ask that the DDs here also (or instead)
consider granting me DM upload rights for these packages:
* php-dragonmantank-cron-expression
* php-phpoption
* php-opis-closure
* php-laravel-lumen-framework

I've maintained all of them for the past two years as part of the
Laravel stack. I already have DM upload rights for the rest of "my"
PHP packages.
