In the end, I just repacked upstream as "+dfsg.1". I added a repack script 
that downloads the tests & user_guide_src folder from the appropriate upstream 
commit. I initially tried with 'components' feature, but it doesn't accept 
folders with '_' characters, so I just repack the main orig.tar

This adds a build-dependency on `sphinxcontrib-phpdomain` which needs review & 
sponsorsing. Would you please have a look at this one too?
