[pkg-php-pear] Bug#1091520: There will be no further releases in the 2.x series

This package has not been updated since the latest Debian release. I
started working on the 3.0.0 packaging a while ago but I dropped the
ball. I don’t think it’s worth releasing Trixie with an outdated
version, so I’d rather see the package removed from testing ASAP unless
someone is interested to work on version 3.
