This is part of the work to clean up testing migration blockers for
packages that are solely not migrating due to non-source-only upload.

If packaging-wise some package shall not migrate to Testing for reasons,
the best thing to do is to file an RC bug for it instead of relying
on the side effect of non-source-only uploads. A clear RC bug would
provide good explanations as well.
