[pkg-php-pear] Bug#1093434: pear-channels: Useless in Debian

[ RC-bug raised by the maintainer to get the package removed from
  testing. ]

I introduced this package a while, and it has currently no more
dependencies in testing (well, besides php-htmlpurifier, but according
to #1053783, it even shouldn’t have been shipped with bookworm, so let’s
get it removed too). Let’s not release Trixie with a useless package
(unless someone disagrees before the freeze), and let’s get it removed
from Debian once no packages depend on it.
