Hi,

As documented in #1092009, php-codesniffer is being removed from Debian,
so please drop the build-depency on it, and eventually drop the call
from phpcs on your Makfile (but since it seems to actually call a
vendored version of phpcs, maybe the build-dependency is already
useless).
