[pkg-php-pear] Bug#1117004: phing: not compatible with symfony 7

Hi William,

phing currently depends on symfony 6 via php-symfony-string (<< 7~~),
but we intend to move to symfony 7 early in the release cycle. Can you
please ensure compatiblity with symfony 7?
