[pkg-php-pear] Bug#1117524: php-seclib: Useless in Debian

[ RC-bug raised by the maintainer to get the package removed from
testing. ]
php-seclib (v1) has been superseded by php-phpseclib (v2) that itself
has been superseded by php-phpseclib3 (v3). This package has no more
dependencies in stable nor testing. It shouldn’t have been released with
Trixie, but let’s avoid releasing Forky (and Duke, and…) with it.
civicrm-common and php-horde-mapi should move away from this dependency
and adopt a higher major version if they get fixed to be available in an
upcoming Debian stable version.
In the mean time, I guess we should keep this package in unstable until
the reverse-dependencies get fixed.
