As a downstream package maintainer, I believe there would still be a 
benefit for such a transition in Debian. Skipping a version leads to a 
bigger more disruptive transition in the end, rather than two smaller 
transitions.

With the current timeline of PHP releases close to the Debian freeze, 
we’ve been handling a big (and sometimes messy) transition in a short 
time frame during the last release cycles. It would be nice to avoid that.

On the other hand, I understand it can also means more work for the PHP 
maintainers to handle such transitions more often, so I’ll leave the 
last word to you anyway.
