[pkg-php-pear] PHP8.5 transition on Debian

In fact, we expect the migration in Ubuntu completes today(ish) (:

We got some fixes from unreleased branches on salsa (thanks Ondřej, David
and others for the work there) and some from upstream already.
Once php-defaults is in and the dust settles, I can double check the
patched packages and send relevant bug reports/patches to the Debian side.
