[pkg-php-pear] Bug#1152267: php-tempest-highlight: Do not ship until Debian 15

[ RC-bug raised by the maintainer to get the package removed from
  testing. ]

I recently introduced this package as a build-dependency of symfony.
Only Symfony 8 requires it (currently in experimental, targeted for
Duke). Symfony 7 (aimed at Forky) does not. I should have uploaded this
package to experimental only: no need to ship (and care) about this
package in the next Debian release.

I intend to close this bug report when it won’t be needed to prevent the
migration of this package anymore.
