Hi!

If PostgreSQL is installed with the default debconf answers, it is
installed with locale and encoding 'C'. However, I feel that new
databases should default to Unicode, as it becomes more and more
widespread and the default.

These questions are of priority 'medium', meaning that they have a
"reasonable default that works on most systems". Since 'C' is unusable
on all Non-English systems, but UTF-8 does very well as a default, I
would vote for changing it.

Also, I think that having the 'C' locale as default is not optimal. I
think we should default to the system's standard locale
(/etc/environment). Since we already have several bug reports about
errors in mixed locale environments (e. g. #254058), maybe we should
be more restrictive about these settings anyway. However, I did not
yet fully understand under which locale/encoding combinations
postgresql works.
