[Pkg-postgresql-public] Common init script

The use case I thought of was an upgrade of e. g. postgresql-7.4, when
you don't want a downtime for postgresql-8.1. Of course this could be
done by circumventing the init script, so I'm open to the idea.

There is :) 

  pg_ctlcluster <version> <cluster> restart
