[Pkg-postgresql-public] GiST rebuild

Hi,

I've just been reading about debconf and how to interact with the user
through it. I've been surprised to note that the Postgres package
currently doesn't even have a dependency on debconf.

According to 'man debconf-devel', it's run twice, one before unpacking
and once from postinst.

Agreed. I didn't think fiddling with debconf was *that* hard :-(

So, we just show a dialog with a hint text and a pointer to that helper
script, right?
