That should be easy to do, since its dependencies can be autogenerated
during build based on supported-versions (using dpkg substvars). It
could be nice to have that, but then you would still need to have some
magic to generate the per-version binary packages in debian/control,
which requires a sourceful upload.

OTOH, if you are using a debian/control.in and a rule to regenerate
debian/control from it using supported-versions, then you can just as
well generate the -server-dev-X.Y build dependencies along with the
p-foo-X.Y binary package records?
