[Pkg-postgresql-public] versionless metapackages

Wouldn't it make more sense to build these from postgresql-common, or
some other source package? That's the place where "version X.Y is
supported" comes from anyway.

(That would also help our "apt.postgresql.org" project where we
wouldn't want to edit the PG-X.Y sources to add/remove the meta
packages.)
