[Pkg-postgresql-public] Please allow postgresql-9.1 9.1.4-3 into testing: RC bug fix

For the record: the package has built everywhere, will be ready for
testing tomorrow, and I just successfully ran the postgresql-common
integration tests against this version in sid.

Can this be considered, please?
