I think we should just Recommends: logrotate, and then do Breaks:
logrotate (<< 2.8) or (>= 2.8), depending on the logrotate version in
that distribution.

(I still have the idea to generate the logrotate config automatically
using ucf in the postinst script, but that needs a trigger on
logrotate version change, which I haven't investigated yet. It's also
unclear if that approach is stable enough.)
