[Pkg-postgresql-public] Bug#717982: postgresql-9.3-dbg: fails to upgrade from 'sid' - trying to overwrite /usr/lib/debug/usr/bin/pg_config

We should upgrade to debhelper 9.

(Which means we will need a dh9 backport for lucid.)
