.. such as using extensions in databases, and having their packages in
a half-configured state during upgrades, or running out of disk space
in the dump. These were the kind of situations that we had in the past
which caused major data loss, grief and anger. We can simply not
guarantee success with an automatic in-place upgrade, so doing the
dump/restore separately from the upgrade is unfortunately the only way
here.
