arch:all packages are only "visible" on the primary architecture, to
be use with multiarch dependencies, they need to have an explicit
"Multi-Arch: foreign" (or other) mark, see

What does "apt-cache policy postgresql-9.2 postgresql-common
postgresql-client-common" output for you?
