The actual dependency here is

Build-Depends: dpkg-dev (>= 1.16.1~) | hardening-wrapper

i.e. hardening-wrapper is only there as an alternative build-
dependency for older distributions. Given that both wheezy and
precise have at least that dpkg version, we'll remove it.
