That is the default Postgres copyright boilerplate, they copied that
header file over.

I've changed debian/copyright now to be in line with the main postgres
package, saying:

Copyright: Portions Copyright (c) 1996-2017, PostgreSQL Global Development Group
           Portions Copyright (c) 1994, The Regents of the University of California

Where the first line also includes the new pglogical code. Would that be
fine?
