Well, look. Ubuntu 17.10 is the latest stable release. Not LTS, but 
latest stable. And pgdg don't support latest stable Ubuntu, the all what 
you can offer is

10+189.pgdg17.04+1 which has known bugs and security issues. Bionic (18.04) do not exist yet. It will be, may be, at 26 of April.
Well, I can wait 1 month more. But this is not good for your reputation. I think if just take package scripts from 10+189.pgdg17.04+1
and rebuild package with modern postgresql 10.3 source it will work.
