[Pkg-postgresql-public] Bug#898166: Please register Ubuntu 18.10 in postgresql-common

Version: 190

Ubuntu 18.10 is about to exist and we already have a few tests failing on
stderr in autopkgtests getting.
  supported-versions: WARNING: Unknown Ubuntu release: 18.10

There is no PG-11 yet, as it is only in beta for now, so I wanted to ask to
register 18.10 as version 10.

P.S: In general I wanted to ask which out of the set
PullRequest,Debian-Bug,Salsa-Issue you prefer when one reports issues?
Sorry if there is even a Debian wide guidance on this I haven't seen it
yet, and given that I open this bug here I thought it is worth to ask.
