    Downgrade the dependencies on 'tor' to an 'Enhance'
    
    obfsproxy is not only useful with Tor and can actually be used to obfsucate any
    TCP stream. So instead of having a hard dependency on 'tor' with switch to an
    'Enhance'.
    
    We can also drop the versioned dependency: even if obfsproxy has more
    capabilities with Tor >= 0.2.4, the code will also work with earlier version
