[Pkg-privacy-maintainers] Bug#912719: fails open if it cannot parse -a

Package: torsocks
Version: 2.2.0-1+deb9u1

torsocks fails open if it cannot parse the -a argument.

| weasel at orinoco:~/test$ torsocks -a "foo" curl -L -s https://deb.debian.org/debian/dists/stable/Release | grep Origin
| 1541235000 ERROR torsocks[4883]: Config file unknown tor address: foo (in conf_file_set_tor_address() at config-file.c:281)
| Origin: Debian

Since torsocks could not parse -a, it just used the tor on 127.0.0.1:9050. I
would expect it to fail closed instead.
