   * What led up to the situation?
Net install debian 10.1, update upgrade to testing
Add contrib to sources, install torbrowser-launcher and run it

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
Applications menu, internet, torbrowser
   * What was the outcome of this action?
First time, displayed download progress, downloaded, then nothing. 
Subsequent attempts, nothing. 
Syslog has, for each time:
