Uh... on my side, this displays the first dialog with correct messages
in french.

ANd the download works when I'm clicking the force download button.

$ sudo dpkg-reconfigure locales

I already had the correct setting and changed nothing there.

Well, as expected, it is downling again... but might it just be because
I've launched with --settings and forced the download there initially ?

Maybe that's a workaround anyway, maybe not the proper fix... we'll see.
