[Pkg-privacy-maintainers] maintenance of snowflake

I'm working on the snoflake package[0] with the help of georg. We thought it 
will make sense for it to be maintained by this team. Is everybody ok with it?

snowflake[1] is a plugable transport used by tor to be able to connect in places 
where tor is blocked. It uses webrtc to do the connection. This source package 
produces two binary packages:
  * snowflake-proxy. That people can set up in their servers to allow others to 
    use them as a webrtc proxy to connect to tor.
  * snowflake-client. Used by tor to connect over snowflake.

I originally asked for a space in the go-team in salsa for the package, and this 
where I pushed my current attempt to package:

But it might make more sense to move it under the privacy-team.
