[Pkg-privacy-maintainers] carml inclusion

Hello,

I'd like to ask the inclusion of carml to the repo.

It is developed by the same person that made txtorcon lib (python3-txtorcon).

Carml is the cli tool for the txtorcon library and under active development.

I did a research and was trying to build a deb package, all the dependencies can
be found on debian repos already, so it is just a matter of making the right
control and rules.

I have read https://wiki.debian.org/Python/LibraryStyleGuide but it was not
enough for me to finish the debian folder.

Meejah, the developer, has interested of getting it packaged but doesn't have
the knowledge, neither do I for python packages, so would be great if this was
done by the debian maintainers of onionshare, python3-stem, python3-txtorcon etc.
