[Pkg-privacy-maintainers] upgrade `torbrowser-launcher`

Hello! Would you mind consuming the latest release of `torbrowser-launcher`
and releasing it in `contrib`? The version that is currently available in
`contrib` is broken, and the latest release fixes this:
