[Pkg-privacy-maintainers] Bug#1087022: obfs4proxy: drop golang-ed25519-dev Build-Depends

Hi

I sent a request to join the Salsa group for Privacy Tools, with the
intent of doing an upload for the fix quoted below.

Unless there are objections, I also suggest to move at least the
following Golang packages from this group to the Go group where they can
be actively maintained:

golang-siphash-dev:

golang-ed25519-dev:
