[Pkg-privacy-maintainers] Bug#1087022: obfs4proxy: drop golang-ed25519-dev Build-Depends

Could you enable Salsa CI on obfs4proxy?  Settings -> CI/CD -> General
pipelines: recipes/debian.yml at salsa-ci-team/pipeline.  For some reason
Maintainer access is needed to be able to change settings.
