As far as I can tell, the only place /etc/timezone is referenced is in
the upstream CI (.gitlab-ci.yml) which is *NOT* used in the debian
packaging and doesn't affect debian in any way.

One could argue that this bug should simply be closed, but I'm
downgrading it to minor for now since someone with an account on the
upstream bug tracker might want to notify upstream about changing
their CI to use localtime.
