[Pkg-privacy-maintainers] Hand over & cleanup uploads

Hi,

Ximin did the work in Git to migrate packages to pkg-privacy back in
August (yeah!), but for some packages we haven't had good reasons to
upload yet. These days I figured I would do some packaging cleanup,
and upload the result when at least moderately relevant, so that more
of our packages are, finally, visible on the various team dashboards:
I'd like to get rid of these "nearly migrated" indications :)

It would be cool if someone else had a look at irssi-plugin-otr, that
I can't easily test and thus will ignore for now.
