Allow direct IRC chats with OTR encryption.

I use hexchat and want OTR support, so I plan to upload this to Debian
to make the package I use available for everyone.

The author isn't convinced it is ready for general consumption, see
<URL: https://github.com/TingPing/hexchat-otr/issues/9 >, but as I am
already using it, I find it better than nothing. :)
