[Pkg-privacy-maintainers] RFS: Onion Circuits

Hi all,

I have adapted the onioncircuits package in git to use the new upstream
name and also addressed some additional suggestions I received off-list.
The package is lintian clean (with two trivial overrides), has a
functional autopkgtest that succeeds in my sid LXC container, and builds
reproducibly.

Could someone take a look for sponsoring please?
