Agreed.

This would print (?) next to the IP address for every hop. I would go
with a slightly different set of changes; don't show the country next
to the IP address unless country info is available and have a text item
suggesting to install the Tor GeoIP DB if it is missing.

Recommends or Suggests seems reasonable.
