[Pkg-privacy-maintainers] merging otr bugs

I see three irssi-OTR bugs that are more or less exactly about the same
thing:

... that is:

* irssi-plugin-otr needs rebuild on new uploads of irssi
* must depend on the same irssi version it was built against
* irssi-plugin-otr: mismatching ABI version with current irssi

Those are all the same issues no? Any reason why they are not merged?

And shouldn't that be blocked by some bug in irssi?
