I'd say it's ok to force-push a shared repository if the history itself is screwed, and you make it clear what you did separately so people can verify it. But here it's fine to just amend debian/changelog as normal without doing git history tricks.
Btw, I wouldn't create a "debian/1.7.4-1" tag just yet - I'll do that after the release gets actually accepted into FTP, using `gbp buildpackage --git-tag-only`. However, you should already have a "upstream/1.7.4" tag created when you ran `gbp import-orig`, so please push that when you have some time.
