[Pkg-privacy-maintainers] Onion Circuits 4.0 ready

Hi all,

Alan tagged a new release for Onion Circuits 4.0 today and I just updated the package in git.
It closes #817086, is lintian clean, passes the autopkgtest and builds reproducibly.
