Cool, glad there's WIP on this front, and thanks for your work :)

Sure. To be fair though, I don't think anyone suggested that
parcimonie stops using Tor. I think that what's at stake is whether it
is acceptable that parcimonie configures dirmngr to use Tor, in a way
that applies to *all* other uses of dirmngr.
