Hi Jonathan,
The upstream author shows no interest in supporting Debian, see
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=764007 and
https://trac.torproject.org/projects/tor/ticket/12716
As long as this situation is not resolved, I don't think it's appropriate to have meek in Debian. If you want to see meek in Debian, please ask upstream to respond to ticket 12716 linked above.
