Indeed I think it should! Maybe I should have said that _for now_ it is
Debian specific (note that I also suggested forwarding it to upstream) ;)

Sure it would -- what I meant was that I wouldn't add a non-upstream
file outside of debian/ in the master branch of the repo until upstream
has included it in their tarball.
