[Pkg-privacy-maintainers] Alioth: the future of mailing lists

I propose we migrate this very mailing list to boum.org; I'm happy
with their email hosting service and we at Tails use their mailing
list server quite a lot (⇒ if it's broken, I'll notice this very
quickly and they're generally reactive when I ask them to fix such
stuff in a hurry). They run Mailman so I'm confident they can easily
import the archives.

Wrt. our other list, pkg-privacy-commits at lists.alioth.debian.org,
I propose we wait and see: likely the upcoming Debian's GitLab service
will have support for notifications and we can avoid running a mailing
list just for that.
