Hi,

Not having the "tor" package installed renders this package unusable.
Unless I'm missing something, you just get stuck in a UI loop of trying
to "restart the tor service" which, obviously, does not exist.

It would therefore appear the latest version of torbrowser-launcher does
not have "tor" as an optional feature anymore; this was originally moved
in #795240.

Patch attached.
