[Pkg-privacy-maintainers] Migration to Salsa

I did that today: https://salsa.debian.org/pkg-privacy-team

All packages are there, pre-receive hooks are in place.

I've not updated the VCS information in debian/control and will do that
only for packages I am (or intrigeri was) responsible for.

Another thing I did not understand was the presence of tor-monitor.git.
Sascha, I think this is a repo that was long since renamed to
onioncircuits, right? So should I delete this from pkg-privacy-team?

If I missed something or made a mistake, feel free to ping me.
